Following a mythological introduction,​ Cylinder A describes the dream omens received by the ruler Gudea and his quest for an interpretation. The dreams are revealed as divine instructions for the construction of a new temple to Ningirsu in Girsu. The remainder of Cylinder A details the construction of the temple. Cylinder B describes the consecration of the temple and the investment of different deities into it. (Jacob L.
